Job Summary
This is an exciting opportunity to join UKHSA as a Business Analyst within the Data Product Development (DPD) division — part of the Digital and Data Directorate of the Chief Data Officer Group.
The DPD division provides strategic and operational oversight of data products such as dashboards and platforms used both internally and externally. These products support health security activities and include high-profile external tools like public dashboards.

The flagship UKHSA Data Dashboard builds on the influential COVID-19 dashboard and presents data on topics such as:
COVID-19, Other Respiratory Viruses, Outbreaks, Syndromic Surveillance, Antimicrobial Resistance, Weather & Climate Risks, Blood-borne Illnesses, Childhood & Vaccine-Preventable Diseases, Environmental Hazards, Healthcare-Associated Infections, Invasive Bacterial Infections, and Vector-Borne Diseases.
As a Business Analyst in Data Product Development, you will work in an agile environment alongside product, user-centred design, and data development teams, identifying and elaborating user and business needs to enable the development of dashboarding capabilities.
Main Duties of the Job
The post holder will be an experienced Business Analyst working in an Agile environment and play a key role in identifying, analysing, and delivering requirements for Data Product Development. Key responsibilities include:
Investigating and analysing complex business problems
Explaining business goals, objectives, and processes using data to define requirements
Conducting options analysis and assessing feasibility aligned with DPD objectives
Identifying, analysing, challenging, and validating user and business requirements
Maintaining the Features Catalogue for the UKHSA Data Dashboard
Working with stakeholders and aligned professions including Product Management, User-Centred Design, Project Management, and Data Analysis
Comparing and identifying the best processes or delivery methods

Job Description – Responsibilities
As a Senior Business Analyst in Data Product Development, you will:
Identify and document business and user requirements for both the UKHSA data dashboard and internal dashboards
Obtain and specify requirements for new datasets and dashboard features
Translate business problems into detailed requirements
Work with internal and external stakeholders to understand their needs
Manage complex projects and stakeholder relationships
Essential Criteria
Proven experience as a Business Analyst on complex technical projects
Strong communication and stakeholder management skills
Excellent analytical and problem-solving skills
Proficiency in business analysis tools and techniques, including process modelling and requirements elicitation
Experience with Agile methodologies
Business modelling expertise across projects or programmes
Experience in business process improvement and leading change initiatives
Strong background in requirements definition and management
Desirable Criteria
Experience working as a Technical Business Analyst
Experience with Data Products
Experience in Systems Analysis
Ability to select and use appropriate tools for planning, analysis, testing, and service improvement

Requirement: Minimum 60% of working hours (approx. 3 days/week) must be worked on-site, averaged over a month.
