Public Health Wales is hiring a Senior Cyber Security Engineer to support the delivery of our Digital and Data Strategy. This is a permanent, full-time position requiring occasional travel to our Cardiff office, sometimes on short notice.

Main Duties of the Role

The Senior Cyber Security Engineer is responsible for safeguarding the organisation’s digital infrastructure, systems, and data by implementing robust cyber security measures. Key responsibilities include:

  • Designing and documenting secure cyber infrastructure and network architectures

  • Ensuring cybersecurity controls align with national standards and best practices

  • Identifying and mitigating cyber risks proactively

  • Managing readiness for cyber threats and leading incident responses

  • Overseeing audits, penetration testing, and investigations

  • Monitoring and analysing security events (e.g., via SIEM tools)

  • Mentoring cyber security team members and promoting continuous learning

  • Translating complex technical issues into accessible information

  • Delivering security policies and infrastructure under pressure

Qualifications and Knowledge

Essential

  • Educated to degree level (preferably in Cyber Security) or equivalent experience

  • Evidence of continual professional development

  • Awareness of national and international cyber regulations and frameworks (e.g. NIS, ISO 27001, NIST)

Desirable

  • Cyber security certifications (e.g. CISSP, CISM)

  • Membership of a professional body (e.g. BCS)

  • Knowledge of IT systems in healthcare environments

  • CCNP Security or equivalent experience

  • Understanding of aligning cyber security with organisational strategy

Experience

Essential

  • Significant experience in a senior cyber security role, preferably in healthcare

  • Extensive IT security-related experience

  • Management or supervisory experience

  • Ability to lead and motivate technical teams

  • Experience with vulnerability scans and remediation

  • Development and implementation of cyber security policies, processes, and procedures

  • Phishing simulation, training, and awareness campaign management

  • Experience with:

    • Vulnerability scanning

    • Incident response

    • Third-party risk management

    • Warning and security system configuration

Desirable

  • Cloud security experience (e.g. Azure, AWS, GCP)

  • Experience with:

    • Firewalls, IDS/IPS, network design

    • Microsoft Windows Server, IP networking

    • ITIL-based change management

    • Selecting appropriate security tools and controls

Skills and Attributes

Essential

  • Excellent problem-solving and analytical skills

  • Strong verbal and written communication

  • Ability to explain complex topics to non-technical audiences

  • Balanced, pragmatic approach to security and usability

  • Capable of working independently and managing workloads

  • Strong planning, organisational, and prioritisation skills

  • Discretion with sensitive information

  • Ability to handle highly complex decisions

  • Experience managing IT/cyber projects and implementations

Desirable

  • Welsh language skills

Other Requirements

Essential

  • Ability to travel between sites as needed

  • Ability to travel and work away from base

  • Willingness to work out of hours/weekends as required

  • Ability to participate in on-call rota
