Main Duties of the Job
Support to Estates & Facilities (E&F) Senior Management:
Manage complex financial arrangements across the Trust estate
Liaise with Finance to ensure budgets are meaningful and expenditure recorded accurately
Ensure tenants are charged in line with lease terms
Contribute to Cost Improvement Plan (CIP) delivery and tracking
Keep estates data up to date and provide performance reports
Support production of estates information for business cases and bids
Job Description & Responsibilities
Business Management:
Liaise with E&F team and Finance to ensure year-end projections are accurate
Calculate annual E&F CIPs and keep updated throughout the year
Review budgets regularly, reflecting estate changes and service contracts
Support production of Directorate annual plans and quarterly reviews
Assist Property Manager in rent and service charge reviews
Attend regular Finance meetings to update on spend, CIPs, debtors
Coordinate business rates payment processes
Authorise Directorate spend invoices up to £15,000
Ensure compliance with Oxleas NHS Foundation Trust financial procedures
Income:
Maintain accurate tenant recharge systems
Liaise with tenants on payments, chasing overdue invoices
Work with Finance to ensure prompt invoicing and supporting documentation
Estates Information:
Respond to data requests (including FOI) within deadlines
Coordinate information for auditors and manage action plans
New Developments:
Prepare revenue calculations for business cases (capital charges, FM costs, utilities, etc.)
Analyse post-project cost-effectiveness
Contribute to tender specifications and evaluations
Authorise job-related services up to £15,000
Management Responsibilities:
High-level non-clinical responsibility
Analytical and budget management skills to meet strict limits
Risk assessment and management for the Directorate
Participation in strategic estate planning and Oxleas NHS Foundation Trust business planning
Person Specification
Essential:
Excellent numerical skills and spreadsheet proficiency
5–10 years’ financial management experience
Ability to understand and manage complex budgets
Desirable:
Ability to work on multiple projects simultaneously
Strong risk analysis skills
Operational management experience
