Job Summary
This role is part of the recently established Transformation function for RFLPS, which aims to position itself as an Estates consultancy within the NHS and wider marketplace.
The post holder will:
Lead transformation projects and programmes strategically and operationally.
Take responsibility for design, development, and delivery across a range of fields.
Work with a high level of autonomy and self-drive while managing multiple priorities.
Provide leadership and direction to their team.
Act as a role model for change and improvement.
Work alongside senior management in both organisational and client-facing settings.

Main Duties and Responsibilities
Programme & Project Leadership
Develop and lead programmes, ensuring delivery over multiple years.
Plan, deliver, and evaluate programme activities.
Work closely with Senior Responsible Officers and programme teams.
Apply programme management and change methodology.
Inspire, design, and lead improvement programmes both internally and externally.
Act as an ambassador for improvement and value-for-money behaviours.
Operational & Strategic Responsibilities
Support the Associate Director of Transformation and senior managers.
Manage change and improvement responsibilities of RFLPS.
Ensure alignment with project objectives and service outcomes.
Lead and design complex programme management initiatives.
Line Management
Line manage delegated staff within the transformation team.
Set objectives and identify training and development opportunities.
Conduct appraisals and support staff growth.
Person Specification
Education & Qualifications
Essential:
Chartered Construction professional (RICS, RIBA, C Eng, or similar).
Degree/Diploma aligned with competencies in construction and contract management.
Desirable:
Diploma in Project Management.
Experience
Essential:
Extensive post-qualification experience at management level.
Experience with a variety of project planning and programming techniques.
Proven expertise in delivering projects collaboratively and successfully.
Experience as Contract Administrator for ECC/JCT forms of contract.
