Job Summary

Health Education and Improvement Wales (HEIW) is seeking an enthusiastic, motivated, and dedicated finance professional to join the finance team as a Systems Accountant.

  • Responsible for the day-to-day management of financial systems and digitalisation of processes

  • Position sits within the Financial Accounts team, within the Finance, Planning, Performance and National Programmes Directorate

  • Reports to the Head of Financial Accounts

  • Leads the administration, development, and maintenance of financial management and business systems, ensuring integrity, controls, interfaces, subsystems, BI tools, and closedown requirements

  • Provides support to roles across the Finance Department and wider HEIW departments

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Main Duties of the Job

  • Lead on financial planning, policy, budgetary control, and reporting for senior managers including Directors and Associate Directors

  • Provide strategic financial and business case advice across Commissioning and Directorate budgets

  • Analyse and interpret highly complex financial management information to support policy direction

  • Take responsibility for budget setting, financial reporting, and advising on financial implications of development proposals

  • Act as a key senior member of the Finance Department

Person Specification

Qualifications and Knowledge

Essential:

  • CCAB qualified / IT qualification or equivalent experience

  • Extensive knowledge of financial systems and digital developments

  • Evidence of continuing professional development

Desirable:

  • Ability to speak Welsh

Experience

Essential:

  • Extensive experience with NHS financial systems (e.g., Oracle EBS, Qlik Sense)

  • Significant experience across finance/digital systems

  • Strong analytical, interpretation, and judgement skills on complex issues

Desirable:

  • Knowledge of NHS financial policies and procedures

  • Excellent technical, analytical, troubleshooting, and problem-solving skills
