Job Summary
Health Education and Improvement Wales (HEIW) is seeking an enthusiastic, motivated, and dedicated finance professional to join the finance team as a Systems Accountant.
Responsible for the day-to-day management of financial systems and digitalisation of processes
Position sits within the Financial Accounts team, within the Finance, Planning, Performance and National Programmes Directorate
Reports to the Head of Financial Accounts
Leads the administration, development, and maintenance of financial management and business systems, ensuring integrity, controls, interfaces, subsystems, BI tools, and closedown requirements
Provides support to roles across the Finance Department and wider HEIW departments
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
Main Duties of the Job
Lead on financial planning, policy, budgetary control, and reporting for senior managers including Directors and Associate Directors
Provide strategic financial and business case advice across Commissioning and Directorate budgets
Analyse and interpret highly complex financial management information to support policy direction
Take responsibility for budget setting, financial reporting, and advising on financial implications of development proposals
Act as a key senior member of the Finance Department

Qualifications and Knowledge
Essential:
CCAB qualified / IT qualification or equivalent experience
Extensive knowledge of financial systems and digital developments
Evidence of continuing professional development
Desirable:
Ability to speak Welsh
Experience
Essential:
Extensive experience with NHS financial systems (e.g., Oracle EBS, Qlik Sense)
Significant experience across finance/digital systems
Strong analytical, interpretation, and judgement skills on complex issues
Desirable:
Knowledge of NHS financial policies and procedures
