Main Duties

Financial Accounting

  • Report to and deputise for the Head of Financial Accounting.

  • Manage the Financial Accounting department, overseeing processes for monthly, quarterly, and annual financial returns and statements.

  • Support the Head of Financial Accounting in completing the Trust’s Annual Accounts.

  • Maintain accurate working papers for audit purposes.

  • Supervise and line-manage the Financial Accounting Team (recruitment, training, appraisals, staff development, and disciplinary processes).

  • Respond to internal and external audit reports and implement recommendations.

  • Lead on all aspects of Charitable Fund accounting, preparing trustee papers and liaising with auditors.

  • Manage relationships with outsourced service providers for financial services.

  • Ensure compliance with financial controls, governance standards, Standing Orders, and statutory requirements.

  • Produce and review monthly finance accounts and statutory returns.

  • Review NHS guidance and ensure relevant officers are informed of key issues.

  • Oversee Agreement of Balances procedures and ensure reconciliations are accurate.

  • Liaise with auditors and ensure robust audit trails.

  • Review and update local financial systems and procedures annually.

  • Liaise with HMRC, VAT advisors, HMT, and external agencies as needed.

  • Ensure all procedures within the team are documented, efficient, and regularly reviewed.

Cash Management

  • Produce weekly and annual cash flow forecasts.

  • Support the completion of the Trust’s cash flow plan.

  • Assist in identifying cash support requirements and business cases for NHS England.

  • Review daily bank statements and manage cash schedules.

  • Reconcile cash flow management processes to statutory External Financing Limit (EFL).

  • Manage all Trust bank accounts, including signatories and electronic banking access.

  • Ensure sufficient funds for supplier payments, salaries, and statutory obligations.

Person Specification

Qualifications

Essential:

  • CCAB/recognised Professional Accountancy Qualification

  • Evidence of continual professional development

Desirable:

  • Member of the Healthcare Financial Management Association

Experience

Essential:

  • Strong knowledge of Finance Directorate departments (Accounts Payable, Receivable, Payroll, Treasury, Financial Planning, Management Accounting)

  • Proven professional development

  • Experience across financial reporting functions

Desirable:

  • Managerial experience in a finance department

  • Post-qualification experience

Knowledge & Skills

Essential:

  • Excellent knowledge of International and UK Financial Reporting Standards

  • Strong understanding of cash management and capital accounting

  • Ability to produce concise reports and interpret complex financial data

  • Excellent written and verbal communication skills at all levels

  • Advanced Microsoft Excel and financial systems knowledge

  • Strong time management, decision-making, and problem-solving skills

Desirable:

  • Knowledge of NHS strategic plans, Standing Orders, and Financial Instructions

  • Understanding of NHS policies and procedures

About the Employer

The finance department at East Midlands Ambulance Service NHS Trust is led by the Director of Finance and Deputy Director of Finance. The department is divided into Financial Management and Financial Accounting teams, with Financial Services outsourced to an external provider.

The role is currently office-based, with appropriate training and support provided.
