Job Summary

The Head of Finance role holds overall responsibility for the management and performance of the East of England Provider Collaborative financial responsibilities.

The position requires significant experience in a strategic finance and leadership role within the NHS or a large complex organisation, along with expert knowledge of NHS financial accounting procedures, legislation, and advanced financial planning.

The Head of Finance will:

  • Operate and refine the Finance and Accounting functions of the Collaborative, guided by national policies and regulations.

  • Lead on medium and long-term strategic financial planning.

  • Advise on opportunities for business case development.

  • Make judgements on financial decisions and financial risk where there is no precedent.

  • Use strong persuasive, influencing, and negotiating skills to advise senior finance managers across the region.

Main Duties of the Job

  • Manage the financial responsibilities of the East of England Provider Collaborative.

  • Develop and maintain policies, procedures, systems, and processes for Finance and Accounting.

  • Deliver the finance and accounting function for the Collaborative.

  • Develop and monitor budgets for the Collaborative as a whole and for each specialty.

  • Advise on medium and long-term financial planning.

  • Make judgements on financial decisions and risks where no precedent exists.

  • Ensure statutory and NHS accounts and returns are accurate, meet deadlines, and comply with legal requirements.

Job Description

Financial Planning & Strategy

  • Interpret NHS and NHSE policies and create frameworks to ensure financial probity.

  • Manage specialised mental health commissioning budgets across six NHS Trusts in the East of England.

  • Develop policies and procedures for managing devolved budgets from NHSE.

  • Prepare and manage a 4-year Long Term Financial Model (LTFM) to forecast income, expenditure, and risks.

  • Provide financial advice across six NHS Trusts and develop an integrated financial plan and performance dashboard.

  • Ensure the Financial Model and Strategy reflect the Collaborative’s Clinical, Transformation, and Business Development Plans.

  • Lead finance in business plan development and savings identification.

  • Oversee annual budget setting and business planning cycles.

  • Update the Financial Strategy in line with the Managing Director’s direction and present it to stakeholders, ICBs, and NHSE.

  • Support negotiations with NHSE by providing financial and operational data.

Business Cases

  • Develop business case policies, procedures, and best practice guidelines.

  • Maintain a central database of key Business Case data.

  • Evaluate business cases and service costings for accuracy and compliance with national standards.

  • Present complex data and financial outputs to stakeholders.

  • Provide reports and analyses to the Collaborative Board, Trust Executives, and NHSE.

  • Communicate and negotiate with internal and external professionals on highly complex financial matters.

  • Lead and manage a finance team delivering management, reporting, accounting, and analytics functions.

Person Specification

Education and Qualifications

Essential

  • CCAB Qualification

  • Master’s Degree or equivalent experience

  • Expert knowledge of NHS financial accounting procedures and legislation

  • Evidence of further specialist training and CPD

Desirable

  • Experience in Mental Health service provision

  • Working with NHSE regional teams

  • Experience with multi-organisation collaborations

Experience

Essential

  • Extensive post-qualification experience in financial planning, strategy, and business case development

  • Significant strategic finance and leadership experience in the NHS or similar complex organisation

Skills and Abilities

  • Strong persuasive, influencing, and negotiating skills

  • Ability to challenge expert information and explanations

  • High-level facilitation skills

  • Excellent communication skills across multiple formats

  • Ability to present complex financial concepts clearly to non-finance managers
