A fixed-term opportunity (up to 24 months) has arisen for a Procurement Business Manager within the Public Health Wales Procurement Team to support the All Wales Lung Cancer Screening Programme.

The contractual base is Cardiff, with hybrid working available after induction.

Main Duties

  • Support the team’s understanding of the strategic direction of NHS Wales organisations and alignment with NWSSP objectives under the Integrated Medium-Term Plan (IMTP).

  • Assist the Senior Procurement Business Manager in delivering a national contract for Lung Cancer Screening Services.

  • Apply commercial acumen in a complex and changing NHS Wales environment.

  • Drive service improvements, challenging historical practices where needed to improve efficiency and effectiveness.

  • Ensure operational management and performance monitoring of the Procurement team in line with KPIs.

  • Support responses to FOI, Audit, and Assurance queries.

Person Specification

Qualifications & Knowledge

Essential:

  • CIPS Level 5 (Advanced Diploma) OR Procurement/Business-related Degree.

  • Knowledge of strategic sourcing, performance improvement, EU procurement, supply chain, compliance, and e-procurement.

  • Understanding of external influences on NHS Wales Procurement Services.

  • Ability to articulate the value of Procurement Services for NHS Wales Health Boards and Trusts.

Desirable:

  • ILM Level 4 or equivalent management qualification.

  • Knowledge of Health Board/Trust procurement processes.

  • Awareness of shared services operations, specifically NWSSP.

Experience

Essential:

  • Proven experience in complex procurement projects (assessment, tendering, specification, evaluation, contract award/management).

  • Ability to manage multiple projects and meet deadlines.

  • Experience with contract legislation, compliance, and probity issues.

  • Track record of delivering financial savings and non-financial benefits.

  • Staff supervision/management experience, preferably in procurement.

  • Risk management and mitigation experience.

  • Experience of category management and team planning.

Desirable:

  • Familiarity with Quality standards and ISO procedures.

  • Contribution to business/contract planning and savings initiatives.

Skills & Attributes

Essential:

  • Strong data gathering and analysis skills.

  • Effective communication with multidisciplinary staff and customers.

  • Strong influencing and negotiating skills.

  • IT proficiency (MS Office, databases, web systems).

  • Evidence of continuous professional development.

  • Ability to understand complex product knowledge relevant to NHS Wales.

Desirable:

  • Welsh language skills (levels 1–5).
